Estimated Navy Cost Avoidance:
MTTC gave a presentation on troubled Combat Systems at Mega Rust on 9 June 2009. The systems reported were: Radio Systems, Electromagnetic Interference (EMI), #2 Mk99 Illuminator (DDGs) and Mk46 Electro-Optic Sight Systems (DDGs). MTTC and NSWC Port Hueneme have jointly produced White Papers on the proposed Mk99 and Mk46 remedy programs and provided them to NSWC Carderock. They will be provided to the Navy Corrosion Executive and the appropriate PEOs for further action. MTTC has closed this project, having completed all of the required deliverables.

Problem:
In 2006, when the Department of Defense submitted a Navy Corrosion Study to Congress, there was much discussion regarding the accuracy of the corrosion percentage of maintenance for shipboard combat systems. It is important that this data be as accurate as possible because it will likely determine future Navy maintenance budgets.
Solution:
MTTC has been provided with the complete listing of 2004 maintenance data by Work Breakdown Structure. This provides the total maintenance load for each combat system. MTTC will initially review a sample of four major combat systems to validate/verify the estimates applied as corrosion costs. If the sample costs are equivalent to the cost estimates, then the 2006 study will be validated. If the actual costs vary significantly from the estimates, a more comprehensive detailed study will be initiated. MTTC will also participate in the 2008 updated cost study that is due to Congress.
Fleet Impact:
It is very important to accurately determine the true cost of corrosion on all shipboard systems. This will allow Congress and the Navy to properly distribute scarce resources to solving the most critical issues. It will also call attention to problems in specific systems that require immediate remedial action.
Applications:
All Aircraft Carriers, Surface Combatants and Amphibious Ships
